Paul M. Povey
CEO
Paul M. Povey is the CEO of Povey & Associates Surveyors, where he provides leadership, oversees client relations, manages bidding efforts, and guides the company's long-term growth. Paul has been with the firm since 2002 and represents the third generation of his family to lead the business, continuing a legacy that began in 1927. He was taught the profession by his father, who owned the company from the mid-1970s, and he carries forward the values and standards established over nearly a century of practice.
Under Paul's leadership, Povey & Associates continues to grow by staying at the forefront of surveying technology while maintaining a strong focus on quality, efficiency, and value. He is passionate about building lasting client relationships and fostering a team culture that balances hard work with a positive, enjoyable work environment. Paul is committed to delivering high-quality surveying services in a timely manner at a fair price, ensuring clients receive dependable results they can trust.

Randy Povey, PLS
Principal
Randy Povey has carried his grandfather E.G. Mansfield's legacy forward as Principal of Povey & Associates, ensuring high-quality land surveying services throughout Central Oregon. Under his leadership, the firm has expanded its capabilities into drone mapping, 3D scanning, and modern geospatial technologies while maintaining the precision and integrity the company has been known for since 1927.
Community Involvement
Over 30 years of community service, including 23 years as a volunteer firefighter and 12 years on the Redmond City Council.
Roy Povey
Technical Lead
With over 25 years of experience, Roy Povey is an owner and professional land surveyor committed to delivering precise, reliable results across a wide range of projects. Known for a strong problem-solving mindset, he specializes in navigating complex site challenges, interpreting data with accuracy, and providing clear solutions that keep projects moving forward. His work is grounded in technical expertise, practical field knowledge, and a dedication to integrity, ensuring clients and project partners can make confident, informed decisions.
Community Involvement
Actively involved in coaching, where he values mentorship, teamwork, and helping others develop discipline and confidence. He also helps operate a working cattle ranch, reinforcing values of hard work, stewardship of the land, and practical, hands-on leadership.
Nancy Povey
Business Development
Nancy Povey drives business growth for Povey & Associates, securing contracts for commercial developments, infrastructure projects, and residential subdivisions. She maintains strong relationships with developers, contractors, and municipal agencies throughout Central Oregon.
Bill Bahrke, PLS
Professional Land Surveyor
Bill Bahrke, PLS, is a registered Professional Land Surveyor who has been a cornerstone of Povey & Associates since 1979. With decades of experience in boundary surveys, ALTA/NSPS surveys, and property dispute resolution, Bill brings expert technical knowledge and an unmatched understanding of Central Oregon's land records.
Scott Bolduc, PLS, CFedS
Professional Land Surveyor
Scott Bolduc is a Professional Land Surveyor licensed in Oregon and Idaho and a Certified Federal Surveyor with over 30 years of experience. He has overseen and completed a wide variety of projects for both private and public sector clients, including residential and commercial subdivision, cadastral, property boundary, right-of-way, utility infrastructure, topographic, construction, and rights acquisition related surveys.
Scott prides himself in building teams and customizing workflows to serve specific client and project driven needs. He is proficient in the use of state-of-the-art survey equipment from various manufacturers and has extensive experience with a broad range of survey-related software programs.
Thomas McNeight, Part 107
Head of UAV Operations
Thomas McNeight joined Povey & Associates in 2022, bringing specialized expertise in remote sensing, flight operations, and GIS. As Head of UAV Operations, he has logged over 200 hours of professional drone mapping experience and successfully delivered large-scale, high-accuracy mapping products across thousands of acres. He maintains a Part 107 drone license and holds degrees in Commercial Unmanned Aerial Systems, Geographic Information Systems, and Aerial Photography.
Thomas provides strong leadership to field crews and has implemented workflows that support smooth daily operations and consistent equipment maintenance. With his diverse skills, he works comfortably with clients while also performing analysis of complex aerial data in the office.
Trevor Thissel
Survey Technician
Trevor Thissel joined Povey & Associates in the spring of 2024. Raised in Waldport on the central Oregon coast, he comes from a family of loggers and grew up working construction and excavation. In high school he began working with his cousins at Nyhus Surveying Inc., where he developed a strong aptitude for surveying and spent considerable time doing cadastral work for timber companies.
Trevor studied Geomatics with a focus in land surveying at Oregon Institute of Technology, where he also played baseball for the Owls. He brings a variety of knowledge to the team, including his understanding of the PLSS system and land boundaries, fluency in Civil 3D, and practical problem solving on the construction side. Trevor's passion for surveying continues to grow and he will be sitting for his Oregon PLS license in April of 2026.
